Generally email and IM (Jabber etc) are very powerful messaging systems. So it unwise to do something that duplicates this functionality. Otherwise you get distractions from to many queues. For instance can you imaging trying to sort out if you got an email or an IM or a system message?

So why not simply use email? Largely because email is not HIPAA compliant, at least not without encryption. There are good FOSS encryption systems available (gpg) but they are difficult to install. Hard for average EHR users and all but impossible for patients. In my mind, secure IM is an option for intra-office communications, but some kind of https enabled HTML mail messages could also work.

There are some deliverables on system messaging on the phoenix project so we will wait for those results.

Is email still not HIPAA compliant even on the internal network? I guess when you get into larger corporate networks you could still get people sniffing packets.
